mpeg2 playback often choppy on AppleTV 4K

I have DVD content that I am streaming via an SMB share to VLC on ATV-4K. Some files play reasonably well, but it's also common for motion in the video to be "choppy" and uneven. When I play the same file via VLC from the desktop, it's fine. I've tried toggling interlacing and HW acceleration on the ATV VLC to no avail. ffmpeg reports for a sample file:

mpeg2video (Main), yuv420p(tv, smpte170m, progressive), 720x480 [SAR 32:27 DAR 16:9], Closed Captions, 29.08 fps, 59.94 tbr, 90k tbn, 59.94 tbc

Any suggestions for how to fix or troubleshoot? It may be the same as https://forum.videolan.org/viewtopic.php?t=120887 which does not appear to have been addressed.
