Can not get VLC to work wireless transfer from PC to ipad

I am having problem attempting to use VLC to wireless network transfer files from my PC to my Ipad . I have followed the instructions available on the internet and on YOUTube . I enter the IP address shown on my computer for my Ipad when it is connected via USB port . When I type the IP into the browser on my computer ( MS Edge Windows 10 operating system ) the computer does not seem to be able to open the IP address I have entered ... the error message is as follows ... your computer appears to be correctly configured the device has either stopped or has been disconnected can not copy item .

I used this method with an older ipad which got damaged . But I seem to be unable to do this wireless transfer method with the new ipad and my new computer ( HP All In One Envy PC ) . I would appreciate any suggestions that will correct this issue . I am not an overly technical user
