Does VLC 3.0.11 change resolution on Youtube Live Channels?

Hi. I'm using VLC on Debian Buster w XFCE 4.12 and i've found several problems. In this specific topic i'm trying to watch a news channel Live Stream from Youtube. Since my connection is very slow, i tried to set a Medium or a Low Resolution in "Prefered video resolution" section. The channel allow differentes resolution directly on Youtube, but still VLC loads maximum resolution available.
Another thing i tried -and didn't work- was to add the setting into the Live Video URL, like this: https://youtu.be/sfAvNlnmhss?vq=medium.
Then, I tried to load a regular video (not a Live Stream) and VLC did change the resolution.
So, i'm asking. Is this function only available for pre-loaded videos? If that's the case, at least i'd like to have confirmation so i won't use VLC for this purpose.
