crop then stretch feature?

I sometimes come across videos which are not only not in the aspect ratio of my screen (16:9), but also with black bars (usually to fit that same 16:9 aspect ratio), which is really annoying as setting both the proper crop and aspect ratio to the video content aspect ratio and your screen ratio respectively, kinda nothing happens.

might there be a way to have the crop and stretch features work together that way?

so for example you have a 4:3 piece of video content with in-built black bars on the left and right to fill out 16:9 (which is stupid but sadly a thing), and I basically just want to ax these bars and stretch to 16:9
