The video plays proper 360 when loaded on the Vimeo website in a FireFox browser v75.0 64bit
VLC 3.0.10 displays flat video. I could not find any 360 specific settings in the VLC preferences or menus. Context sensitive "right" clicking on the video in the VLC playback or playlist windows does not reveal any menu options specific to 360 playback.
In a VideoLAN sub-forum I found a thread

it became so technical that I was no longer able to understand if there was any help down that road.
