Help with old camcorder capture

Hi all, I have a bit of a niche camcorder-- the Fisher Price PXL 2000, which records video on audio tapes and outputs 15 fps black and white video with audio, via an RF converter switch box. My TV displays that signal OK.

I want to digitize this using a Hauppage USB TV tuner card, but am having trouble with VLC. I can see the device in VLC, and if I try to use this, while setting the "TV Tuner channel" to 4 (which is what is set on on the camera and the channel the TV needs to be on to see it), I don't see anything when I try to Play or Stream. I have actually seen an occasional frame or two of video, but it is not reproducible. Are there any setitngs I might be missing? I wonder if it's possible that VLC is seeing a driver that's incompatible with what I'm trying to do? Any suggestions would be helpful, thanks.
