VLC and Region coding

Hi, VLC is supposed to ignore region on DVD, but it isn't for me, has something changed with 3.0.8? Never used to have this problem.

Mac OS X 10.11.6, El Capitan (2009 MBP, too old for newer stuff), VLC 3.0.8. DVD is set to Region 2, won't play region 1.

Uninstalled, reinstalled, cleaned up the Mac, restarted, pretty much everything I could think of. (Not a power user but can follow instructions.)
