VLC 3.0.8 Only Plays First Frame .mp4 Video File

VLC 3.0.8 only plays the first frame of .mp4 files created using FFMPEG in Linux and Mac. This issue is on both my desktop which runs Windows 10 1809 and on my laptop which runs Ubuntu 19.04. I'd appreciate any help given. My hardware shouldn't be an issue. I am running and R7 1700 Ryzen processor, 16 GB of RAM, Vega 56 8GB GPU. My laptop is a R7 2700 APU, 8GB of RAM.
