VLC 3.0.8 bug kill on BTVlink 4.9.3.6535 on Win7pro64

OBSCURE BUG and treatment
vlc-3.0.8-win64 appears to have a problem with BTVLink Vers.4.9.3.6535 (2010)
Upon opening various recorded files (*.tp), image was ZOOMED to the extreme. . . in the BTVlink display.
When I tried to test display the file in VLC, it, too, was ZOOMED to the extreme.
This behavior was not seen on other HTPC machines.
After wasting time re-installing BTVLink, problem persisted.
I downgraded to vlc-3.0.7.1-win64, and both programs can now properly display video files without error.

System info:
PROC: AMD Phenom II X4 965
GPU: AMD Radeon HD6800
Mainboard : ASRock 970 Extreme3 R2.0
OS : Win7 Pro 64 bit
DRAM : 8 GB
Display : generic 4k UHDTV
