Shuffle Trouble

Before I put together a bug report I'm checking to see if anyone can confirm this shuffle problem.
you can grab my test m3u (jogging videos from youtube) at pastebin.com/kFgS6zK6
just save text in notepad and change extension to .m3u open with VLC.

Overview:
User desires VLC to shuffle videos from youtube using hyperlinks of said videos inside a .m3u file.

Expected outcome as it relates to shuffle function:
links in the playlist are played in random order.

PROBLEM:
If one watches the shuffling action within the playlist it is apparent that VLC stops on a link (video) but does not play it, then proceeds to another and another without playing until finally playing a link after "looking at" 4 or so videos in the mean time, this slows down the time between videos played and it appears to be rather annoying inefficient behavior.

Workaround:
when launching the m3u file with VLC and shuffle is off, the first video should play, then if shuffle is activated and the next button is pressed and then shuffle is deactivated the next random video should play without VLC "looking at" any more videos.

Conclusion:
Is this a bug or is there some setting to make it play the next shuffled media without dancing over half a dozen other ones and wasting time doing that?
