No video track when attempting to stream from capture device

I'm on Windows 10 and am using VLC 3.0.6. I am attempting to stream the footage from my capture card using VLC, but I'm running into issues. If I make a network stream of a prerecorded mp4 and connect to the stream on another VLC instance through localhost, everything works the way it is supposed to. But if I make a network stream of my capture card and do the same thing, while everything will appear fine on the "host" side, there will be audio but no video track on the "client" side.

I'd lookup the native codec used by the C270 camera (i have one of these)
when streaming out from vlc, it will tell if the codec is vlc internal or external
try outputting http with combinations of ogg container, with theora or vp8 vid codec & vorbis acodec, they are natively supported by firefox & IE
