Toolbar for fullscreen on custom skins

Hi

I really want to use a custom skin, because I prefer the whole toolbars on the top (including time bar) because everytime I try to access any toolbar that at the bottom, it's a struggle not activating the windows main app task bar at the bottom.
So there a a few (a few and sadly not great selection) of skins that have the toolbar placed at the top. BUT now the problem is, for some reason VLC doesn't activate the toolbar for fullscreen view on custom skin, the fullscreen toolbar only activates when using default VLC skin. Which makes using custom skins in VLC useless.
So is there any way to have the fullscreen toolbar working in custom skins? Is it possible you guys at VLC Videolan could fix it so the toolbar can work in fullscreen mode for custom skins?
And is it not possible for you to ad an option to also have the timeline bar be at the top in the default skins? SO that a viewer does not have to battle with Windows taskbar when trying to select VLC's toolbars.
