VLC does not play this animated GIF

VLC 3.0.6 on Windows 7 64 bit

Opening this URL (or the downloaded file) only shows the first frame.

PS: No, I don't know why they use GIF in 2019...

I have the same problem in linux. Soln would be wonderful. Anyone?
