Subtitle and Audio issues in VLC 3.06 with Windows 7

When I play a bluray disc with subtitles, it defaults to Disable instead of Track 1. I can set the subtitle to Track 1 and it will show the subtitle. BUT, if I manually move the time indicator to another position, the subtitle goes back to Disable and I have to manually change it back to Track 1. This happens any time I move the time indicator.

This is also happening with the Audio track in that it will default to Disable. However, when I set the audio to track 1, so far it is at least staying on Track 1 when I move the time indicator.

These are bluray discs that I am making in Adobe Encore CS6. For now, I have rolled VLC back to 3.04 and subtitles and audio work as they should so it's not an issue with the discs. I should also add that the discs play fine in my stand alone player.

I also have a problem in VLC 3.06 with subtitles (SRT) syncing.
Using latest Win-10 Insider Preview.
In "Tools / Track synchronization / synchronization /", changing the value of Subtitle Track synchronization does absolutely nothing.
Unless it has possibly switched from seconds to 1/100 seconds..?. Did someone Forget to multiply by 100? 8)

I'll temporarily use another video player that works well with MP4 files.
