Broadcasting videos

Pardon me, because I'm certain other people have asked this a lot in the past, but I want to use VLC as a broadcasting software to broadcast videos to a website for people to watch as they can. Like a TV station. I'm hoping to attract several friends who are independent filmmakers to have a place where they can show off their films. Let's start at the basics as I haven't been able to stream a video across a website. How do I do that? I'm running Windows 10 Home Version 1803 Build 17134.345 through Google Chrome 64 bit to a page up on Coffeecup.com for now, but probably will move that site over to Google. I can get the video to play locally but I can't get it to go to the page.
