Normalizing volume

Normalizing volume

I have a wav file that is a recording of a meeting that I need to send to others. Problem is the person next to the recorder is so loud that
they seem overpowering from the rest. I was told there was a way I could make those loud parts equal to the rest of the audio.

I can't seem to figure it out. Any help will be greatly appreciated.

I'm sorry I don't understand. are you saying normal filter? how do I find these filters and how do I apply them.
