Video freezes but audio continues.

I have used VLC for years with few problems but about a day ago it started acting up.
Symptoms are when I click on a video to launch it VLC itself takes upwards of 2 to 3 minutes to even launch on the screen the other system is the video has started freezing but the audio continues.
I have tried running it with and without hardware mode as well as uninstalling, rebooting, running CCleaner, rebooting, reinstalling and its still happening.
This is with the 3.X version from about 6 months ago as well as the latest 3.x nightly not to mention 4.0 dev version.
Right now using an old 2.2.x version to see if it does it on that.
System specs
Windows 10 home
Dell 7559 laptop with i5 cpu
16gb ram
512gb SSD

Wondering if maybe the issue could be a recent update Microsoft might have done though about a week or two ago.

If you're using VLC 3.0.x and have video issues.
Try:

  1. Preferences -> Input/Codecs -> Disable hw decoding
  2. If you are a Windows user, Preferences -> Video -> Change from direct3d11 to direct3d9
If any solution works, please tell us which one solved your case, Please also quote your video driver name and version.

I already tried those settings before reverting to this older version which seems to be working so far. *knock on wood*
The only thing I can think of before this happened was Windows did a reboot last week for two update by Microsoft while I was out of the house on the 15th.

Do you think I should try uninstalling them and then try the 3.x version of VLC?
