Stream Live Video over local network

I'm banging my head against a wall...

I want to stream live video (via a laptop/camera) to another PC on my local network (192.168.1.1) through VLC. Every single guide I have come across says the same things which I have followed to the letter. But I cannot get the remote computer to see the live stream (and I'm not 100% positive the host computer is sending the stream).

Both computers are visible to each other over the local network and I can access files etc. from each computer. So it appears that the computers are properly networked together.

I would greatly appreciate some help with this. I feel like this should be relatively easy to do but I am at a loss.
