VLC 3 bug, regression - console/RC text encoding

Hi!
I noticed text encoding problems in console view/RC in VLC 3.0.0 and up.

Screenshot shows the problem, in VLC 2.2.8 everything is fine - as reference.
OS: Windows 7 64 bit.
