video play back traffic noise

hiya,is there someone who could possibly help me please.. Ive got a video of my son singing happy birthday to my dad many years ago.... but when i play it back all you can hear is traffic,ive tried to edit it on VLC app but because im not clued up on what i should be doing i can hear some of it clear then it goes back to traffic noise..thanks x
