TS file only seems to display key frames correctly, macOS, VideoToolbox

Noticed it with a custom build from 14th May, same issue occurs on latest macOS nightly.

TS files have previously played correctly on macOS VLC 3.0.

Nightly build 29th March works fine, but broken from March 30th.

I reckon its one of these VT commits on 29th:

Ok, it's caused by this one:

After this commit all my h.264 TS files/streams, including those created by ffmpeg HLS, display full-screen green corruption when played back using VT.
