Can't display foreign language filename

I was having a major trouble transferring files to my iOS. I thought it was because VLC simply did not support the codec, but after testing it with a same file that I know VLC can play,
it became apparent that when transferring files over the iTunes, VLC does not recognize the file if it contains anything other than English characters (would it recognize European character sets? Idk)

Just a couple letters with Korean or Japanese, then VLC fails to recognize the file. I am pretty sure it wasn't like that before.
Is this a known issue?

Yes, this is a known problem with iOS 10.3 and later. We don't know yet how to fix this, but we are on it :)
