how can you get vlc open a file in the player currently playing instead of opening a new one?

There's an "allow only one instance" option that you can set.

Open VLC, goto Settings->Preferences.
Click the Advanced Options tickbox.
Goto Advanced, Other.
Tick "Allow only one running instance"
Click Save and close VLC.

It'll now work the way you want.
