Bandwidth Tuning

How would I tune vlc to send a low bandwidth UDP stream? For example I am not really concerned about image quality, just want something reasonable and understandable audio. I have tried using

vb=128,ab=128,vt=128,keyint=20

but not sure what vt and keyint mean. I thought this would limit my rate to 128 but it appears I am receiving video at about 380Kb/sec. How can I limit it to 128Kb/sec?

Another thing I would try is reducing the scale of the video, I imagine that'll drop the bandwidth needed somewhat.

I myself however, don't know much about transcoding video to proper bitrates for streaming and would love a document with some tips and general guidlines :-D.
