Transcoding RTSP to HTTP

Hi Guys/Girls

I've been researching this for a while before joining to post this but I'm having trouble understanding the vlc syntax and performing the operation for converting a rtsp stream to a http stream.
I need to use Python-vlc libraries to perform the trans-code as the final solution for the software this is implemented in will use python.

I'm not quite sure how to start/initalise the conversion through Python libraries.
