Upgraded Ubuntu to 16.04 and VLC to 2.2.2 and udp multicast streams broken

I was running Ubuntu 14 and a previous version of VLC (not quite sure which one) and was streaming 4 udp multicast streams for local testing,

I've upgraded to ubuntu 16 and VLC 2.2.2 and I'm confused as to the result.

I'm running the vlc command

/usr/bin/vlc -v 5 -I dummy --loop --sout '#std{access=udp,mux=ts,dst=239.204.0.104:4004}' --ttl=7 /home/user/BlueRidge.mov

which was running perfectly previously, but is now saying:

The stream is obviously partially successful, as on the networking side I am able to do all the igmp work to join the stream, but the video quality is truly astoundingly bad.

any ideas on what I can change to sort this out?
