adaptation for variation in bandwidth

I'm new to Videolan and I would like to know if there is any mechanism in Videolan server/client by which it adapts to variations in bandwidth.

I don't know enough to say whether this is done with udp or rtp streaming. However, I know it's not done much with the http VOD streaming. Pretty much if your bandwidth isn't enough to accomodate the bitrate of the stream, it ain't goin' stream.
