How to control filters?

I am running v2.2.2.
I need help with filters.
I can access the filters with no problem (Tools>Preferences (Ctrl-P)> Show settings>All>Video> Filters). And I can activate them (at least the ones I have tried) by ticking the appropriate box(es).
The problem: I can't control them. I can't set the degree of sharpening or blurring; I can't set the frequency of frames to be captured or the file type (file extension as jpg, tif, etc.) in "Scene."
In the Documentation/User Guide there are images of the control panels that users are supposed to be able to see. I'm not seeing the same thing, and some control are missing.
I would include screen shots of the panels, but I don't know how to do that. Sorry.
All information and suggestions much appreciated!

After you have ticked the filters you want, you should be able to expand the menu by clicking on the "+" next to the "Filters". A tree should drop down with each individual filter listed and selecting one will give you the config options for each.
