Bluetooth SD card music

This is not a VLC issue but a Windows Phone 8.1 Service Pack 2 in a Lumia 640 XL problem. Windows 8.1 appears to be set to recognise only xbox and music stored on the phone and not the SD. In fact, xbox can't see any music on the SD card although it can see the card (and yes, I've tried every workaround I have found on the web).

The only player I can get to recognise music on the SD card is VLC, but the phone doesn't recognise VLC as a source for Bluetooth. How can I change this?
