VLC Hard Drive Access Speed + Recording TV

Hello,
1. I have my video files on a hard drive in a SATA dock connected USB 3.1 to a Win10 system, 16GB memory. Will that SATA drive provide sufficient access speed to play my video files? I'm not sure how to figure out what the data transfer rate is from the SATA dock, so if you need that info, tell me how to do that.

2. I'm interested in recording video off of a TV connected to my computer. Will I be able to record that video from the TV to my hard drive using VLC? If so, how is the best way to connect the TV to my Win10 computer?

1. Both USB 3.1 and SATA deliver enough bandwidth for playing live any video file as of today. Just make sure that proper drivers are installed for both devices to get the best of them.

2. Depends on how you're feeding the signal to your TV. VLC can record DVB and live online streams but can't deal with DRM.

So if I connect my TV to my PC via HDMI, then do I need something to convert the signal for VLC to play it properly?
