Can't save changes to vlcrc config file

Hi, I made a change to the vlcrc config file in order to change playback speed. I save the file with the changes I made and it works in VLC just fine. But when I close VLC and open it again the vlcrc config file has reverted back to normal, my changes undone. I have no idea what's causing this or how to fix it.

I have windows 7, VLC version 2.2.1
