Cannot adjust still (jpeg) images in 2.2.1

Windows 7 Pro V6.1
I upgraded fro 1.0.3 to 2.2.1. With a jpg image displayed, the "image adjust" and "sharpen" functions in "video effects" do not function at all. They did in 1.0.3. Both functions work as before during video playback but not with jpg images. Also, this new version apparently will not open tiff or bmp images at all. Any advice on this one?

To view photos, remove in the advanced settings (Prferences - All) in Input / Codecs - Access modules - File - Ignored extensions, the extensions for the images to be displayed (bmp, tif, png, jpg).

Video effects settings affect only for videos, not for pictures.

For the change of images, you should use an image editor.
