Internet Access Lost/Blocked

I am using VLC Version 2.2.1 x64
I have Windows 8.1 Pro x64

VLC complains whenever I try to stream any video from youtube,
Or if I try streaming music from the net.

I have tryed VLC x32 - no difference

I have made sure that the Windows Firewall is OFF.
I have turned my A/V Firewall OFF.

I copy URL (or drag video to VLC) and VLC just responds with:

http error: cannot connect to listen.christianpowerpraise.net:80
access_mms error: cannot connect to listen.christianpowerpraise.net:80
core error: open of `http://listen.christianpowerpraise.net/stream/7/' failed

I had upgraded from windows 8.1 Pro x64 to Windows 10 x64 - and then windows restored back to Windows 8.1 Pro x64 again
what could be preventing Internet Access to VLC ?

NOTE: VLC v2.2.1 streams videos from YouYube just fine on my Windows XP PC.
