screen recording start & stop time

when i use the screen recording to shorten a video of unwanted parts for example: a video is 30 min long & ideal is from 10min in to the end (last 20 min of video) i start recording at my mark however i have to wait until the end or where i want to to stop which could take time. can i input a time to start & a time to stop & let it do that without having to wait by watching the video when i just want to shorten the thing at that moment?
