MPEG TS PassThrough UDP Multicast Streaming

Having some trouble getting this working and not sure what I'm missing here.

I have an MPEG2 TS (.trp file) which is a MPTS that I'm looking to stream out from VLC on a single multicast/UDP. I can get the streaming to work but the problem is that only the first PMT is streamed out. I do have sout-all for the stream and all transcoding disabled which I assumed would include everything in the MPTS but does not. Is there any form of passthrough that I could use for this to pass the entire stream out via UDP multicast? I have other streaming software that works and shows all programs in the MPTS (same file) when streamed but is VERY clunky and I'd much rather something opensource like VLC.

Still been working on this and cannot find a way to play out other programs within my MPTS file. Any ideas? Tried the channel flag but nothing so far.
