Does VLC edit with Win 8.1?

I used to edit with VLC under Win 7 Ultimate. My new computer has Win 8.1 (which I am OK with) but I cannot edit. For example, Stream does not work at all (returns empty file) and Convert/Save will not edit (it returns the complete file in different format). Specifically, I try to edit a *.AVI file from a Cannon camera which is 7 seconds long. I use Edit Options

:file-caching=300 :start-time=0.001 :stop-time=5.0

and save as *.mp4 file. A file is converted but it is the full 7 seconds.
