Camcorder MPEG-4 will not play

On a DVD-RW mini disc I have an MPEG-4 video created (some years ago) by a Panasonic DVD Camcorder. It will not play in VLC (up-to-date)) or other media players on my Windows 8.1 Tablet. In Explorer shows as a CDA file or DVD_RTAV. It also shows as an audio file only ---- is that just the soundtrack?

I do not understand much of this, but I thought MPG-4 was a common media file and that VLC 'plays everything'. Can someone advise me on this please?
