Video codecs for bad input signal

I tried to translate bad (very bad for Europe, I think :)) signal by xvid(or DIV3)+mp3 with "hurry-up" option, but after some time it stops with error message "failed capture new frame".

I think the reason of it is short-time CPU overload when codec try to encode picture with lot of "snow".

Are there bad picture-tolerant video codecs?
