Questions about shortcuts

Hello, is it possible to set a shortcut key for two commands, one immediately after the other? For example "ALT+F" for "short backwards jump"+"play"?

And is it possible to set what command a shortcut key triggers depending on a variable, like "if the movie is paused"?

I asked the above two questions because I need a single keyboard shortcut that pauses the movie if it's in playback, and goes back some seconds and restarts playback if the movie is paused.

Finally, is it possibile to send the current playback time to the clipboard or another application?
