Tools access while fullscreen or minimal
Make all tool panels (CTRL+E/P/I/J/M/...) also accessible when in fullscreen (F) or minimal interface mode (CTRL+H).

They are available with right clikc menu

Right but only in windowed mode: if you go fullscreen, the "Tools" right-click-submenu disappears; just like all its shortcuts cease to work.They are available with right clikc menu
Is it intentional?
