I am trying trying to compile VLC with precompiled libraries using cygwin with this configure file :-

But it is giving me the followong error
checking twolame.h usability... no
checking twolame.h presence... no
checking for twolame.h... no
configure: error: Cannot find development header for libtwolame...
I am using gcc 3.4.4.
how to I debug this error?
