Convert endlessly (maybe) converting 40 second segments?

Using VLC 2.1.3 on Windows 8.1 or Windows 7, I have been trying to extract portions of DVDs. If I use convert, select title,chapterand offset it appears to convert the segment (2 minutes or so) then the progress bar shows it running through 40 second long segments over and over. I've let it run for 8 hours or so and it never stops.Has it gone bonkers, or is that normal. The result before I kill it is not a valid video file.

This was with a few different DVDs.

Oh, also if I use handbrake,it finishes but the result is badly distorted and starts at a different place than I specified.
