VLC and resizing windows when channel changing, need help

So I posted this in the Linux section, but now I am thinking about this more and more.

I have a TV Tuner setup and when I change channels, It flashes the desktop for a split second, I am trying to avoid it flashing the desktop. See the video around the 7 second mark:

Is there a way to force to play video on one size, so it doesn't change screen size? I am not sure if that is the problem.

I would really appreciate the help.
