I want to see that VLCMediaThumbnailer api can capture a shot screen(thumbnail image) from HLS(m3u8)??

This is not really supported as VLCMediaThumbnailer is written for files, not network streams.
We intend to provide a more suitable API for streams to capture snapshots during playback later this year.
