I'm using VLC on my Kindle Fire HD running CM10.2 (Android 4.3.1). The build installed is one of the latest nightly (2014-03-01).
Here are logcats while playing a same file :

Video: Xvid 512x384 25fps [V: mpeg4 advanced simple profile, yuv420p, 512x384]
Audio: MP3 48000Hz stereo 149kbps [A: mp3, 48000 Hz, stereo, 149 kb/s]
The video is fine with software acceleration only.
With "decoding acceleration" (2nd case), the video is choppy.
With "full acceleration" (3rd case), the video is choppy and stretched to full screen.
I don't know if hardware acceleration is still work-in-progress, but I just thought sharing these logcats could maybe help you.
