VLC 2.1.3 crashed during installing update

VLC 2.1.3 crashed during installing update

My VLC was updating to version 2.1.3 when my laptop lost power. The install didn't proceed correctly.
Now I can't open video files using vlc right now, because vlc won't boot.
I reinstalled vlc. Problem persist.
I uninstalled vlc and did a clean install (I kept preferences and cache though). Problem persists.

Any suggestions how to resolve this?

Using W7/32

Same happening here, it's happening to everyone (i think). Nothing related to power loss.
