Invoking VLC Command Line via PHP Script

I am building a web page which allows video on demand for world wide web users. I have understood how to invoke VLC player from command line and linux scripts. But I am unable to invoke the scripts using PHP. It does not give me an error or warning, but does nothing! I have tried linking the folder to my Apache web server but to no effect. Can somebody assist me in what is going on? Thanks!
