Video Display "Scrubbing" on H.264

Dear Forum,

I am trying to get VLC to show uncorrupted display when "scrubbing" H.264 videos where scrubbing referring to moving the progress slider bar with the mouse. The video encoder types of most interest are Mp2 and H.264. Performance on the Mp2 files available to test with seems good but consistently not good on the H.264 test files available. I am guessing that when a video is "scrubbed" or scrolled through that uncorrupted frames are displayed by showing only key frames. I have experimented with various suggestions on player settings such as YUV -> RGB conversions, etc., but with no luck. If anyone has suggestions please let me know. Seems this may require some VLC and/or FFmpeg coding to only provide full key frames, but is there an easier route of some sort such as with Ffmpeg codec controls? It would seem like clear scrolling/scrubbing display would be desired by most users, so I am thinking this problem has been under consideration if not already solved.
