Is it possible to stream to Ipad?

Is it possible to stream to Ipad/Android, without the VLC Streamer by Hobbyist? I have a project where I want to stream logo overlays on to the Ipad. I have asked Hobbyist if this is possible and at present they don't support such.

I have seen VLC can stream and also the stream can be transcoded to stream the logo overlay, however any search for streaming to Ipad and I just get the hobbyist software, which is no good for what I want.

Any help appreciated .... It might take me a while to understand what and if there is a solution offered, however I don't mind learning if the learning leads to a positive outcome.
