H.264 encoding stutters with VLC but not WMP or MPC

I'm creating some animations with Blender and encoding it in H.264. When I play them back with VLC there is noticeable stutter. When I play them back with Windows Media Player or Media Player Classic they play back very smoothly with no stutter.

I've tried every possible fix. GPU acceleration is on, setting the H.264 loop filter setting to All; none of these work. What's going on?

If I encode the video in MPEG-4 it doesn't stutter.

Using some crazy high ref-frames and level?
